As Principal Consultant at Command Concepts LLC, Don Weaver leads NIMS/ICS exercise design and provides expert training as a NWCG/NIMS instructor. With over 20 years of experience in emergency preparedness, strategic planning, and operations, Don brings a people-focused approach to every project, ensuring organizations are fully prepared for all-hazard scenarios.

Don’s career includes leadership roles such as Health, Safety, and Training Officer and Chief of Planning and Preparedness, as well as serving as ESF-4 representative to the State of Arizona Emergency Operations Center. He has extensive experience in emergency management system and process design, driving innovation on multiple national-level interagency preparedness projects.

In addition to his consultancy work, Don has held key operational roles including State Fire Planner for the Arizona Department of Forestry and Fire Management, Planning Section Chief on Southwest Area IMTs, and Fire Captain with the Buckeye Valley Rural Volunteer Fire District. Known for his expertise in leadership development and teamwork, he has mentored countless professionals, enhancing collaboration, strategic thinking, and readiness across emergency management teams.
